                          On 
                          September 15, 1958, High Commissioner Booth proclaimed 
                          an official currency change from the B Yen to U.S. dollars. 
                          The rate was $1=120 B yen. This conversion liberalized 
                          foreign trade and capital transactions and helped improve 
                          the Okinawan economy, but on the other hand commodity
