Construction of the Administrative Structure

The pre-existing administrative structure was reorganized by the political reforms of Haneji Choshu. The nucleus of the Ryukyu Kingdom's government was called "Hyo-Jo-Sho" and was divided into the Sanshikan ministers; Regencies, Magistrates and civil officials called Moushi Kuchi Ho. The Hyo-Jo-Sho was the supreme authority and was in charge of making decisions on matters within the kingdom. It was divided into an organization called the Uinu Uza which was administered by the regency and Sanshikan ministers and the Shimunza which consisted of 15 public officials of the Mono Bugyo and Moushi Kuchi Ho. All important issues were discussed and the recommendations were conveyed to the King for final decision. While the chief and a vice-chiefs of the Mono Bugyo and Moushi Kuchi Ho were members of Hyo-Jo-Sho, they took charge of the direct administration. Financial affairs were conducted under the jurisdiction of four administrative sections called the Sasunu Suba, the Soushikuri, the Tomari Jito, and the Hira-jo established under the Mono Bugyo. Jurisdiction for diplomacy and the domestic administration came under three agencies, the Shotaiho, the Kyuchi-kata and the Yoi kata that were established under the Moushi Kuchi Ho.
