Through the island-wide land struggle, many Okinawans
acquired strong self-confidence and determination for
the reversion of their homeland. On April 28, 1960 the
Council for Okinawa Prefecture Reversion to Japan (Fukki
Kyo) was formed. The council devoted itself to issues
of independence, anti-war peace, Okinawan human rights,
etc. that led to the development of a movement for reversion
at all levels of the prefecture.
