(1843-1915) The first leader (later called governor) of Okinawa Prefecture. Arrived in Okinawa in 1879 at the young age of 37 and carried out his duties for over two years. He concentrated efforts in education and industrial development especially in the areas of school establishment and the promotion and preservation of the sugar industry. He retired because of the resistance of the old Ryukyuan officials as well as his suffering from cholera.
